1. The lotto should be started by someone whose character is more valuable than the lottery they're running. Generally a trustworthy lotto runner will have had past lottos that were successful.
2. The lotto runner uses a publicly available random number (such as a real lotto number, or the last digits of the stock market) as the winning number.
No, there are no actual rules to protect you from a scam lottery.

Simply trust is a commodity in Eve, and you have more freedom to do as you like than other online games
I have been playing since just after Beta and have kept safe from scams remembering this -----------------------------------------------

3.5mil for a ticket, shoot must be a nice prize (I don't play the lotto, so don't know, haven't checked the forum or anything)
Anyhow, As stated above, Usually it ends up being someone trustowrthy who shells out the lotto, as well as someone who is fairly well known (Think Big Lotto, Shoot they even make the news)
You gotta look at it from the other end. Why should I think that you arn't scamming me. Because you told me So? HA! thats what I would say to anyone I was trying to scam...
Running a big-prize lotto is also another reason why its not popular. Say you take DS's idea (which BTW is actually pretty good, going with a stock number...) and you run 100 tickets. I'd start with something small enough to sell cheap tickets, but big enough to make a profit. So lets say your a BS manufacturer. You build an Armageddon, and offer tickets at 750k/pc. This would bring in 75mil on top of a 60mil ship, so a nice profit from the start, and the tickets are cheap enough that you don't have to worry about having people being scared off by high ticket prices.
Now I would like to admit I don't follow lottos, and 3.5 might be a decent lotto ticket price, but it sounds high to me, Start smaller for your first one, and go bigger.

oh I get it, you can not have this entree level job without experience, and you get experience by getting this entree level job....not a good way to phrase that D.S....
There are no rules against scams in the game or on the forums if you are using in-game isk and items.
Saying "trust me" will not get you trusted, no matter how often you say it.
Run the lotto, give out the prizes as promised, and build a reputation.....after awhile you will be a known trusted lotto source.

BIG lottery started out pretty small too. They're as big as they're these days because they earned the trust. --*=*=*--

And a good portion of the playerbase went up in arms about it. They said they are never doing it again

There is no way to protect a lottery from scam.
Even trusted players can't be trusted in a lottery because they can EASILY rig it with zero chance of anybody finding out.

Just post a list of all the numbers in the original post, and use a public lottery. Impossible to rig.

Course this is all still subject to the possibility that the lottery runner can, at any time, just run off with your money.
At the end of the day you have to trust the lottery runner to run a legit lottery, and the best way to establish if someone is deserving of your trust or not is summed up quite nicely in post #2
