I know this area is unavailable to the mortal players, but.... WTF is going on over there since some systems are now up to 0.5 in security??? 
Edit: Did this just change or has it been around for a while? Some seems to think it has, I only noticed now, hence this post...

Been like that for a while AFAIK. Tbh it'd be nice to have some systems that were 'safe', isolated by an expanse of 0.0. Might make people actually travel out there.

wouldn't really make much sense though, RP-wise. Systems like Otomainen (0.5 dead end after <0.5) make little sense as it is: concord patrolled systems deep in 0.0 would be completely weird

Easy. There was a stargate once from Empire to that system but the stargate owner didn't pay the electricity bill. Something like that. Point being, finding an explaination for that for the RP folks would be easy.
p.s. I sign and second the idea of secure space surrounded by lots of 0.0. Would be fun.

Correct me if I'm wrong, I'm not in game nor have I ever actually gone out there, but isnt the Solitude region in the Gallente Federation essentially high sec surrounded by 0.0?

Yeha, thats the way i perceived it as well. I speculate that there will no Concord out there only Jove forces, and Jove being surrounded by an expanse of 0.0 makes sense in an RP manner as they wish to remain completely isolated, it also explains the >0.5's in there, as technically they are an empire to themselves, etc..

All it takes is a NPC Corp Navy to keep the peace.
Though I suspect CCP would have to change a lot of code in order to spawn navy instead of CONCORD.

Yeah, I'm guessing it is guarded by the Jovian security forces. You figure, a race as advanced as the Jovians would not condone agresion in their systems, unless they were the ones doing th aggresing.

Let's just say that the Jovians duplicate CONCORD ships rather than expose any of their own technology to possible spies; so any crime-related NPC gankage in the area will appear to be CONCORD-driven, regardless of the truth.
That even sounds plausible

That is only if they do ot introduce a non-traditional way to enter Jove space.
Perhaps there will be a wormhole in Jita, but you will need a keycard from a Jove agent every time you want to travel there.

Yup, I think it was 2 years ago or something, since I was there. Back then you could, on the testserver, set your clone for the second fight club, located in Jove space. So I went there that way. Nothing interesting to see, but it was a nice looking Jove station...
