What are your thoughts on an option for pilots to have their purchased items sent to the based from which they ordered it? Shipping would incur a shipping fee and time delay for delivery would be based on price of the item and distance from where it was ordered.

You already have this in effect with courier missions.
Having something magically appear in your hanger from x jumps away just becaue you paid a bit extra in shipping charges dumbs the game down imho.
EDIT: If the goods where physically transported by npc haulers, then yes I'd go for it (might put couriers out of business though).

This is already in the game.
There are numerous posts about Corporations with in Eve that haul.
Automating the system would be very bad idea, imho, as it would put some of these corporations out of business that work very hard to get YOUR goods, where YOU want and on TIME. I think in the Buy/Sell section of the forums there are a listing of corporations that offer this service.

Interbus....
While originaly i think it was planed to be like what a clone jumping service is now....
Last word (well 2 years ago) was a small delivery service.
Things have a habbit of changing though
