Not to be rude in any case. But, as with the current market price of chars. Usually 1 million SP = 100 mil isk.
So, your char supposed reserve, is more like the right buyout price. Maybe 6.5 at most. Since he's coming stripped. Now if he's coming with alot of "elite" gear, he would be worth 9 bil. But, I've seen 40 mil SP chars go for 9 bil, so....yeah, my two cents man.

you have to give additional value for streamlining a toon, to areas. Also there is other areas to look at, like his standing, raising value, and security rating etc etc..
