For level 3 missions from agents in low sec (0.1 to 0.4), how far do they usually send you out for missions that are out of system? I recently read somewhere that the distance they send you out increases as mission level increases, so I thought I should make instas beforehand.

I think that in the past they didn't send you out of the constellation, but the system might have changed now... For example, I used to run L4s in Torrinos, right up next to EC-P8R, and never got sent to EC-P8R (was in a different region). Just two days ago, I went back to Torrinos, and got assigned a mission in EC-P8R (think it was The Score; rejected it, though ).
I'm not sure about the missions being sent out of system due to lag, though. I always thought it was just a chance-based or random thing, where the mission would be assigned somewhere near you, as I never experienced much lag in the systems I ran them in. Too many people in system might be a factor, though.

Well, I don't know if running missions in lowsec is the same or not, but for high sec (.5+) it seems to be the higher the quality of agent (not the level) that determines how far you get sent. I use a q19 level 3 agent (effective 43) and have never got sent more than 1 jump from her for any mission.

another hint the higher used an agent the longer it will send u (combat missions tend to be close hauling missions tend to be long range.

^ Does having negotiation (Or whatever skill that increased Agent effective quality) also help lower the jumps you have to take for missions?

It depends on the type of mission too. 90% of my combat missions are either in the same system or the next one over. I think the farthest I've had to go in a combat mission was about 4 jumps away. That really hasn't changed from L1 to L4 missions for me. Now the transport missions can send you all over the place.
