A curious note on something. A guy cap drained me last night (Yulai) with CONCORD ships all around us at a gate and they did not take this as a hostile action on his part. I couldnt do anything in return for fear of getting killed by CONCORD ships. It didnt really bother me that he sucked a little cap from me since I have a mega and he was in a n00b punisher. It does bother me that it wasnt taken as a hostile action, esp when he ha a -8 sec rating and was wanted! Shouldnt the CONCORD ships have attacked him on sight or even for using a drain module in an offensive action? Its pretty annoying to see something like that happening. He was obviously trying to lure people into firing back so CONCORD would do the job of killing people for him. Is CONCORD that corrupt, is it a game exploit, or is it fair? Im not being a carebear here just curious what modules are considered offensive and what are not, and if this action was supposed to happen or if its another bug.

If he is below -5.0, I think you can attack them without concord owning you. ------- Your 425mm Prototype I Gauss Gun perfectly strikes Guardian Enforcer, wrecking for 827.3 damage. |

I have also had trouble with CONCORD, but for different reasons.
CONCORD Are overstepping thier boundries and acting as bullies of the galaxy. They ignore NPC pirates completely.
Last night I made the mistake of unleshing missiles at a ganged friend(He was targetted because I had never tried ship scanners). NPC pirates turned up and I wanted to fire on them, but forgot I had to select the most recently aquired target(guarista in this case). Two light missiles bounce off my friends thorax's shields (he didn't even notice!). CONCORD turned up and turned my ship into rubble.
Why don't we need to call for help? would it really make that much difference to the time it takes CONCORD to get to you? (they turned up real quick, guess 1.0 or 0.7 makes no difference.)
I think not.
Anyhow back to the subject:
I believe that concord see and damage done to another ship or belonging of a player (secure cargo cans, drones, and mines ) as an aggressive act. Also Warp scrambling & Webbifing, probably Weapon scrambling. Not sure about the other types of ECM & ECCM. Pretty much every thing else is fair game. Your Anode Light Neutron Particle Cannon I perfectly strikes Serpentis Smuggler, wrecking for 218.0 damage.

This is an ongoing and serious problem.
I was attacked in Yulai with a person whose security was -4.5, although I got away I was always under the impression people with -4 + security would be attacked by concord.
If not then we need to be aware that 1.0 space is as hostile as 0.0.
I have heard the some pirates have been attacked with security status of 0.8 while others have not.
This is not only unfair to players with 0.0 security it is also unfair to the prirates.
CCP need to sort this bug once and for all.

I thought mining was boring - but his job really takes the biscuit.
Step 1. Sit at gate in 1.0 system Step 2. Lock ships going past Step 3. Pick up loot from noob ships that get shot by Concord that dont know the rules.
What a fun way to spend an evening and make lots of isk - not.

I wasted my first cruiser when I was new by going into 0.5 system with -3.9 security rating, so something is really bugged. Concord wasted me on sight if I was in a ship, they didn't podded me though. Exploit I say, and as they fixed EW to be treated as a hostile act in 1.0 systems a couple of patches ago, that's a exploit too I guess.

What is this other guys name... ShockandAwe or something similar, he sits inLuminare quite often, see him all the time with my alt. He claimed to have gotten 40+ cruisers / 8 BS and countless frigates, he didn't even mentioned them. He got good loot from them too, and he said this several weeks ago.

Yes I am pretty sure is was Borg Assimilation. I have no problem if he wants to sit and try to lure peeps into shooting at him then letting CONCORD blow them up for him. Thats just creative thinking and getting something done he probably couldnt do himself (kill another ship). It gives truth to the rumor that CONCORD is becoming corrupt. (More like glitchy programming but hey need to rp too, call it a game feature) I am pretty sure he had less than -4 sec rating but since he was pathetic in the first place I didnt bother writing it down. My questions were if using CONCORD to do pirate work like this is something the GMs intended (1), and that I thought using about any type of module in an attack role summoned the CONCORD ships o' doom on you in high sec systems (2). Then finally if it was a semi legal exploit then what modules are and are not considered as offensive attacks (3)? If this Borg Ass_ guy gets his rocks off camping high sec space and getting fools and n00bs to shoot at him and letting CONCORD finish em off and collect the loot is actually using the game flaws to his advantage and although its a dumb and probably boring way to make a living if its a way to make a living in the game someone is bound to do it. Until the devs get that little quirk fixed anyway.
