I thought Cov's sold in 0.0 npc stations for a lot less than 2.2 billion. Am I correct or confused?

I guess the service here would be not having to fly through Syndicate, Cloud Ring, Fountain, and cloud ring with a multi-billion ISK blueprint in their hold.
And covetor BPO is 2 billion at NPC stations.

cov npc price 2mil.
only sold in outer ring. 14 jumps through 0.0 space to get it. so price are higher because of the "risk" players take to get it

True - Yesterday i pay 980m in BPO of Retriever with ME 5 and Covetor in the last mouth i pay 2.5bi, but with 35 ME
