So far pretty much every frigate has a tech 2 varient with a unique role. However there is still one group of frigates that still don't have their varients (e.g. the tormentor - amarr and so on).
So why not make them command frigates.
Give them the slots and stats to run gang modules and a respectable tank but with a poor damage output (they shouldn't be competative with the assault frigates for damage and tanking).
Obviously they shouldn't be as effective as the existing command ships (maybe limit them to the ability to run one or two gang mods at a time).
However what they do provide is a ship that can give some gang support to a small fast moving group.
It would provide a bigger incentive for some people to train up some of the gang skills as well as give the last group of frigates a niche role when it comes to tech 2.
For those serious about expanding their gang warefare abilities the command ships could be seen as the next major step before capital ships.
Anywho, was just a random thought. Feedback is always welcome, flames will just be ignored.

i'd sign that... a gang warfare frig would make things interesting but delicately need to be looked after so it doesn't become overpowered or overly boring.

No. Not everybody uses BC's just for the Gang mods, plus they ard bigger, stronger, and lead to the Command Ships which are ultimately better at the leaderhsip role than both BC's, and the proposed Command Frigate.

Would be nice to have command frigs and maybe CCP could use the rookie ships for the base model. (Fear the T2 command Ibis of doom?) 
An idea to make them less desired - unless in specialised gangs - over the current command ships: limit the effect of the gang modules so frigs gain 100% of the effect, destroyers 80%, cruisers 60%, battlecruisers 40% and battleships 20% (no bonus for cap ships).
Just an idea and numbers can be tweaked ofc, but I think making them only really useful in small ship gangs would be the whole point.

Yeah i like this idea :D More frigs raids ftw... Limiting the effects to certain ship types like the guy said above is probably the best way to keep bc's usefull.. but btw command ships can fit 3 gang mods no?

I like this idea. Although I think they should have no weapons-related bonuses...they can fit a few guns/launchers, but they don't get bonuses specifically for them. Bonuses should be for the command module and maybe for a tank (maybe the standard Amarr/Caldari resistances, Gallente repair amount, Minmatar boost amount?)

To maintain the commands ships & bc's niche I was thinking the command frigate can only run one or two gang mods at a time and cannot fit command processors.
This gives you a command ship that has traded off it's ability to give several bonuses at once in exchange for a much greater mobility.
Another approach is to give the command frigate the ability to run 3 command mods + processors but require that the command frigate is on the same grid as the ships in it's gang to give the effect, basically putting it in the line of fire to be useful.

I would rather they were like T1 battlecruisers/field command ships - have the ability to fit gang modules, can activate 1 at a time and gets no bonuses to the effectiveness of them.
In all honestly though, as the current command platforms are giant cruisers, I would rather have the smaller command ships be giant frigates (a new destroyer anyone?).

On that note, will the tier 2 battlecruisers have tech2 variants? The answers probably lying around but I can't think of somewhere to look.

That's kinda what I originally had in mind, but then I remembered that currently all destroyer types (ok I know there's just one) have a tech 2 version with a niche where there is still a group of t1 frigates missing their tech 2 counter part.
I've got a few different ideas for a new destroyer variant but I'm not going to post them here.
