Well Sovereignty is a bad thing to use when looking at who controls 0.0 regions. The reason is what it takes to get sovereignty. In order to actually claim sovereignty the alliance in question needs to run multiple POSs in each system and set the claim sovereignty option on. The problem with this comes down to fueling that many POSs on a regular basis.
Most claims are backed up by force aginst intruders. Its This is our space, if you have a problem with it we will give you a one way trip to the cloning facilities. Though many alliances consider this a Legitimate claim anyway because wars are often fought over these invisable lines (just like in real life hu?).
There are really only two good ways to find out who is in charge of those regions. Check the sticky in one of the Corporations/Alliance forums that has rather accurate territory maps. Or fly out into that region and travel around till you get caught/podded or find a group of ppl in one of the deep systems. Chances are they are either residents or friends of the residents and if they don't outright pod you they may be able to direct your inquerys inward :P

heh.. So in other words:
- join big alliance that already has foothold or - stay in empire until such a time that we are able to compete against the multi-year veterans who are doing the shooting (at least 1 more year of empire boredom) or - prepare to die repeatedly for no aparent reason
Got it, empire it is.
I preferred a different option for the longest time...
-Live on the fringe of someones claimed space and get extremely good at evasion tactics and blockade running :P

I don't quite know why, but this kind of bugs me. Why claim the space, if you don't have the resources to legitimately claim sovereignty. I understand the mechanics that are involved with claiming a system, and have known the mechanics for quite some time. I had always assumed that all space that is considered "taken" had already had those mechanics worked through in order for sovereignty to be legitimately claimed.
So what's to say who's space is who's from day-to-day? I suspect nothing, based on this, nothing except who has the most ships with the biggest guns and the best pilots in the system for any given day. This leads one to wonder... Why bother? e-peen? Is that pretty much the extent of it? If you really want to claim a system based on what's in the system (resources, strategic reasons, etc), then claim it. So is the 0.0 landscape just an ever-changing thing then? Does anyone other than the really large alliances actually control areas of space as their own that stay statically theirs for more than a few days?
Just seems like a bunch of people trying to show who's got the biggest e-peen, which is kind of sad if you ask me.
Well what keeps borders where they are is the threat of war and fighting over it. Its politics is all it is. The problem is there is no motivation to completly POS claim a region. Haveing soverenty only does two things for you. It reduces the hourly cost of running and maintaining a POS in the claimed system. And it makes the 0.0 conquerable stations/outposts invulnerable to attack (forcing you to put all the systems POSs into reinforces before you can siege the station). So most alliances will only claim soverenty on the systems near or around the stations and then keep the rest of the area in their control by a show of force.
As for smaller alliances or corps owning space... well ONLY alliances can claim soverenty on a system with POSs but most do not. I have seen smaller corps lay claim to and control individual solar systems in 0.0 but even that depends on if someone else decided to cap the system with more force than they could handle. Its quite possible to get on friendly terms with the larger alliances to use their space unhindered as well.
But thats the beauty of 0.0 is that it is constantly changing hands. Wars are constantly being fought over assumed borders. The reason they bother is Power, Control, Greed, Politics, or any other reason you could think of. Just because the system seems empty most of the time don't ever count on it. "Pilots in space" option only shows the last 30min and thats assumming they stay in the system for that long. The systems could be used for mining, ratting, complexes, or they could be claimed just as a responce safty blanket that can be used to keep enemies away from the core systems.

Well the whole preperation and research this is a little over the top. I never had any of that when i was making solo trips out to 0.0.
However based on your time constraints I probobly wouln't move out there. I would probobly find a nice system on the fringe of lowsec and just make runs into 0.0 as needed. I did that for a while without too much difficulty. I think the biggest problem is travel in 0.0. Getting around can take alot of patience (or risk if you don't care about possible losses).
It really boils down to your choice. Maybe take a weekend and a cpl ships you can afford to loose, update your clones, and go for a joyride in 0.0 to see what its like.

Well you could try to merge into one of the corps that control the larger areas of space. that would probobly be the easiest way for a 5 player corp to get 0.0 access.
If your trying to keep your own corp in tact (which is hard in this case, i have tryed it) then the best way is to contact the leaders of the corp/alliance that control the area and see if you can work out a deal. The trick to living in 0.0 with no relations is to always keep on the move. Its fairly easy to locate pilots in space in most of 0.0 due to the light traffic to begin with. If you draw attention to yourself or spend alot of time in 1 spot (same thing) someone will eventually come out to investigate and may bring a fleet.
Yes 0.0 comes with some high gains but it also has some high risks. And because of the way EVE runs in these areas connections with local corps and alliances mean everything. Without the connections you might as well be flying around with a shoot me sign.
So maybe connections to the locals is something you might want to think about before making your decisions.
