My character is Minmatar, and I decided that I wanted to do some missions for the Gallente. I found a Gallente Federation Navy agent that was listed as "available to you." When I visited that agent, I was told that I couldn't work for her, since I had not been referred.
I'm confused. When are agents that are "available" not really available?

The only time I've run into this is the tutorial missions. They always seem to appear as "available," but aren't actually available. Probably a bug, but certainly in the "bigger fish to fry" bin.
The other thing is to check your standings, as I ran into this quirk a while back. I had the neccessary standings for an agent, and yet she still wouldn't talk to me. I had to log out and log back in for her to realize that it really was okay to give me work.

Not been referred is the standard response for a storyline agent I think, make sure you're talking to a normal agent. If standing with a normal agent isn't high enough they tell you to find someone lower on the corporate ladder or something.

What is the difference between a "normal" agent and a storyline agent? Don't all agents follow storylines?
I'm sorry if this is a stupid question. I'm just trying to understand what the difference is.

Storyline agents are special agents that will send you an Evemail when they need you for a mission. You get one every 16 missions.
