I got the final part of a minmatar COSMOS quest to find and kill lagaster malotoff. Now, supposedly he is in the Contested Military Depot, but I cannot seem to find him. Is he a rare spawn? Or is there some trick to locating him...

He is exactly where the agent says. Got through each pocket. there is no need to kill the objectives IIRC. He is located in the 3rd pocket.
Method(s)
Just after DT is bext to hit that plex and skipp he stuff u dont need and hit your objective rat first.
Warp to the gate. align the gate directly away from u. scan @ 30degrees when he appears on the scanner u know hes there :)
Unfortunatly hes farmed regularly as well as being a popular mission

His tags are usualy on escrow, and not that expensive. grab one there.
A word of warning, if i remember right, he is in the complex in Traun? If yes, be extra carefull, as i got the whole stage aggro me at once on several occations.

Nope, he is in the complex in Inder: Contested Minmatar Military Depot -> Gate to Siezed Supply Depot -> Gate to Overrun Headquarets. He is there with Vanir Makono and some support Angel cruiser and frigs.
A word of warning, however, is that largest ship you can use there is Destroyer. I recommend faction or pirate frig if you going to do it solo. (I used Worm.)

You can actually take a battlecruiser into Inder if I remember correctly, and even if not, just bookmark the area you want, and warp back to the bookmark

yeah . im pretty sure that elite destroyer was the maximum allowed through there.
The ebil plex that makes u cry that the L4 agent sends you to and tells you you might not survive . . thats BattleCruiser :)

I've killed him a couple of times on the offchance
He's not in Traun though ..

100% sure,
and 100% sure u will see him just after DT as the whole complex resets itself.
the warp, scan check will 100% find out if hes there or not everytime. but yes u gotta be fast as someone will beat u to him.
kill his escort first as he can hit u pretty hard, Wolf & jag tank this plex very well but TBH i struggled to kill him in my wolf. Thrasher strugles in the plex but kills him pretty easily.

Ok, I'm going to back some people up here and go at others (Wystler).
Lagaster Malotoff is in the last room in the Contested Minmatar Military Depot in Inder.
This plex allows a maximum of cruiser sized ships. (This means HACs can enter as well.)
If you happen to catch him after a respawn when there's only a handfull of ships around, he can be soloed in a Claw. 
If you try to bookmark inside the plex, warp out, and then warp back to the bookmark, it will bring you to the first warp in gate, thereby locking ships bigger than cruisers out of the plex (but tbh this plex really isn't that hard..)
