If you need Missile Launcher Operation II, that simply means you need to train Missile Launcher Operation to level 2.
Should take about an hour, depending on your characters stats.

rank is the multiplier on how long the skill takes to learn, level is well..your current training ammount in that skill
ex: rank 1 level 1 skill takes less time to train than a rank 2 level 1 and if they both gave the same bonus, the rank 1 woulb e a better investment (same bonus for shorter time)
*doh, I broke my edited sig :/* *cries* this signature was lacking pink, I'll provide it for you. There. Looks better doesn't it? -Eris Fixed it for you. Oh, btw, yarr! ~kieron Didn't I tell you? you will find that the time investment vs reward drops off fairly drasticly as you go up levels. Essentially it is a lot better to train a lot of skill to level 4 rather than a few to level 5 as you will get far more value out of your time investment. Thats why someone crowing about his 2 mill skill points may not be quite as good as someone who has invested those skill points in a more varied way, ie getting all the skills to 4 rather than a few to 5.
I have head others say thatyou shouls specialise in one theng and get the benefits before moving on to something else, but to me that leads to frustration and is not very productive
Asentally get something to 5 if you are gong for something. The only things you shoul get to 5 initially is engineering and electronics, as those increase what you can shove on your ship as for the rest use your won judgement
