let me guess you transferred the isk, and when he came to transfer the character his credit card wouldnt work?

anyone know if CCP will do anything on this ? and what the chance for buyer to get isk back ?
look like it is really easy to scam people here and what should buyer do to make trader process more safer ?

From "The Rules":
17. Scamming ETCÆs and character sales are not allowed, please petition if you suspect you have been scammed. When buying and selling characters, please note that by confirming the trade via EVEmail, you ensure that the facts of the matter are documented, should any later disputes arise that require GM attention.
Just petition as mentioned and let the GMs/mods do their job, I'm sure they'll lock the thread shortly if there was a problem.

Petition it and you will get your isk back, you are protected, scamming is part of the game but CCP draw the line at time card and character auctions, even if he has spent the isk or distributed it your still ok.
