ok i was wondering if any gm or dev would like to let me and the rest of the eve world know if bumping another players ship is in any way aginst the game rules or machanics.

but in the same situation, if you say have enough ships gathered together to 1 volley them, and bump them to keep them in 1 place for randsoming, is that also considered an exploit? ---------

Why would it be an exploit? The person getting bumped let the other person get too close. IMHO its a completely valid tactic, one you have to look out for, but definately valid. Its the one thing that counter balances WCS's besides having a fleet with jammers.

Maz, this was probably a reference to a episode where a number of people swarmed a Freighter in their shuttles. It resulted in one hacked off pilot who couldn't move at all.
This was found to be griefing, rather than an exploit, and the GM's intervened and scattered the shuttle pilots.

If your doing it to stop the pilot warping with the intent of killing them, or holding them there until the big guns arrive, then no, it's not considered harassment or an exploit; just a valid tactic.
If your doing it for the pure purpose of annoying the guy, with no intent to kill them, just to waste their time, then I'm almost positive it can be petitioned under harassment. Your signature is too large! Please resize it according to the forum guidelines. Jacques Archambault |

If you do it without the intention to get the target blown up but hinder it from get to a gate or out/in of a station it's called gate blocking. Ppl got bans for it.

You've obviously never flown a freighter.
There's nothing worse or so stupid as to have a tiny miniscule shuttle or frigate fly up to your freighter and stop it dead in its tracks, or worse still spin it 180 degrees so that it takes another 5 frigging minutes to realign and build up enough speed to get into warp. 
Freighter pilots don't have much choice when it comes to letting the other guy get too close.
Out in 0.0 I'd guess this is a valid tactic, but in empire its nothing but a grief tactic imho.
