Rank is used to define how difficult a skill is to learn. Basically, the rank is a multiplier to the training time (skill points). For example a Rank 5 skill takes five times as long to learn as a Rank 1 Skill.
Level is a measurement of your knowledge of a specific skill. These levels are normally requirements for other skills or to use items. Also, most skills give an advantage bonus to in game items. In such cases the level is multiplied by the bonus. For example if a skill give a 5% bonus to a task, then having the skill at level 3 would equate to a 15% total bonus to the task.

Sorry I just donŠt get it. If I have Electronics / Rank 1 / SP: 5659 of 8000 and in that "level box" has two small boxes inside... Does that mean that I am level2 rank1

Is the 2nd 'small box' flashing?
If it is NOT flashing, then you are currently at lvl 2 for Electronics.
If it IS flashing, then that is showing you that you are currently training the skill to that level (lvl 2).
(If I remember correctly 8000 is the skill points needed for lvl 3, so you probably are on lvl 2 atm).
As previoulsly mentioned, the 'level' indicates how well you know a skill, while the 'rank' is an indication of the difficulty of the skill.
A rank 5 skill will require 5 times more skill points (and hence 5 times longer to train) to reach an equivalent level than a rank 1 skill. For example
RANK 1 LVL 1 = 250 points
RANK 5 lvl 1 = 1250 point.

To answer your question more directly, if the second small box is NOT flashing, you have Electronics level 2 (and it is a rank 1 skill).
The *rank* for a given skill will never vary. It is only used to calculate the required skill points to reach a given *level*.
