T2 bpo owners will still be rich/well off, as they rightfully should.

Lottery unchanged.
You can use repair engineering to build T2 BPC with RP and loads of skills later.

The only thing I wish they'd change is the BPO-by-teir-of-agnet factor (higher level agents should get more bpo's to their pools). I beleive that they are evenly distributed among each teir of agent equally, whicth is why we allways hear these stories about people winning with a Cap charger 2' bpo with .00001 RP on a level -3 agent, etc.
Also seeding new ship BPO' would be nice.
