For me it doesn't seem worth it to train small blaster spec to level 5, am i wrong? 17 days training for 2% bonus is crazy. I guess i don't understand the huge jump in training time from 4 to 5, lv3 to 4 was only 3 days.

why do you need blaster spec V? its not really worth it and seems like a useless question lol.

If your desperate for damage train up surgical strike V it gives 3% to all turrets not just blasters.

You're training Small Blaster Spec, and you've just now discovered that there is a huge leap from lvl 4 to lvl 5?
Anyway, the short answer to your question is no. It's not worth it to train small blaster spec to lvl 5, unless you're overµy in love with gallente frigs and basically have nothing better to train.

Worry about spec skills lvl 5 when you decide to focus heavily on using that weapon, and already got everything else maxed out. ( which includes the ship skill, major support skills and all other gunnery skills )
