You should use an Ishkur instead. The Enyo's missing a medslot for effective tackling...and you need tackling, people usually fit stabs nowadays 
A Rax is a good pirating ship too, so is the Brutix and Domi btw. However, imo the Taranis is one of the best ships if you intend on ransoming noob cruisers/BC/BS and haulers.

1x std missle \ rocket launcher
1x mwd
1x webber
1x small t2 repper
1\2x cpr
1\2x nano fibre
its an odd setup but i was pretty effective with it when i used to pvp in syndicate. Its more of a heavy ceptor used to cap quite afew ships with this ship, afew ships got away but frigate combat is generally so quick alot do not warp out in time so thats why i never worried about fitting a warp scramble.
The cpr's i think can protect you from 2\3 nos's.
Like i said its an odd setup and if someone else had posted it id be skeptical, but tbfh i had so much success with it i never really cared what others thought.
Picking off support on med~large gate camps, baiting them to a planet without there BS's\hac's, seriously can cap a ceptor very quickly with it. Suggest a TS webber if u can afford the loss.

If you dont bother with frigs i would fit:
4 Neutronblasters (AM)
1 AB, 1 20km disruptor
1 Small rep II, Magstab, damagecontrol, and whatever your remaining cpu let you fit (magstab or trackingenhancer)
And 1 warrior drone
It fries cruisers very fast thats for sure but i wouldnt fight ceptors in it.
