I have a few items that tell me turn them in to the proper organization. Identification tags, logs and stuff. Where and how do I turn these things in? Or are they just meant to be sold on the market?

Gallenti and Minmatar tags go to Amarr Navy. Haven't figured out anyone else.

I have a couple of related questions.
1) I thought I read a recent post that stated there was some NPC who would give you a mission that required you to collect a series of dog tags, etc. Anyone know anything about this.
2) Some of these items are listed as being in the "Empire" group. I've seen the term "Empire" tossed around alot. What exactly does it mean in this context?

You can turn tags into CONCORD stations for rewards or the chances are named pirate tags will increase in value if mission runners need them for agent offers again.

Tags, you should look them up in the Market window to find the highest price being offered in your region. Usually it's in a station owned by the military fleet of your region.
Stuff like logs, I generally just reprocess. You'll see a lot of buyers for them offering something like 1 isk. But when you reprocess the logs, they'll usually produce at least a few minerals that are worth maybe a couple hundred isk.

Search for Thukker Mix corp and do a show info. It'll tell you all the tags they buy. I forgot exactly which ones, but I used to make some isk on the side selling those amarr tags from non-bounty missions.
Another source of info: Linkage (havent really checked if it's up2date - check out NPC market tab)
