I use to thing interdictors were worthless, back when they were expensive, but the price has come down quite a bit and they have sparked my interest. Anyway...
Can they be fit to be any good at missions? I mean, every ship can do level 2 missions, but do they have any chances of doing level 3's?
Does their speed in the end outweight their high signature radius or vice versa? For ratting would a MWD or AB be better?
What about tackling? I would assume a MWD since they've got a high sig radius in the first place?

Yeah, Interdictors are pretty good at Tackling. :)

The answer: no. Interdictors are not in any way valuable for PvE unless you don't have any other combat-oriented ship besides a T1 frig. GL. They are, however, one of the most valuable things you can have in 0.0 pirating.

That's what I kind of figured with PvE... I've been using an assault ship and was just looking for a little bit of a change.
What would be the better ship to use for pirating? Based upon my skills, I can use a Heretic the fastest, a Sabre would take a lot of skills, and Caldari would take even more. The Gallente one doesn't seem that good.
Is there a good way to build a Heretic for PvP? I mean, since it's turret/launcher combo compared to where a Flycatcher is mostly launchers and Sabre is mostly turrets.
Sabre seems like the best choice, but it'd be hard to shield tank at the same time and trying to keep up electronic warefare due to slots and such.

IDs are great for one thing.
Putting a bubble in 0.0 space instantly.
They are worse than in all other aspects. They are the middle ground in speed between the AF and the ceptors, have quite low DPS, low HP and a big sig rad.
ID have 0% chance of running lvl3 missions (except in very few situations).
It is way better to use an AF for PvE and they perform quite nice in PvP too. _____________________________
