How would you all classify and term certain ranges of skills. For example -
Abysmal - 5 and below Poor - 6 to 10 Average - 11 to 15 Above Average - 16 to 20 Good - 21 to 23 Very Good - 24 to 26 Incredible - 27 to 29 Uber - 30 and above
The scale narrows at the top due to the difficulty in reaching these high numbers (min/maxing, +5 implants, or Learning skills at 5).
Just a fun topic for discussion as I am a bit curious as to how others view the difficulty in acquiring very high stats.

I'd like to reply, but I'm a little confused in what you're asking.
I did snicker at the Average to Good range (because average is a synonym for Good).

I'm simply curious what term people would use for a given range of attributes... thus my table of terms.
PS. Average and its synonyms
'Average' is not at all a synonym for 'good'.

Also, one significant reason I'm curious as to what sort of terminology people would use for a given range of attributes is due to my curiousity regarding into what percentile each range would fall. (ie. What is the mean average for a particular attribute for a given player).

I believe the question being asked is this:
Refering to attributes, what would you consider to be a bad amount, a good amount, and a great amount.
As in, 5 memory is bad. 10 Memoery is poor. 15 is average. 20 is good. 25 is great. Ect.
I could be wrong, but I think that was the question... though I couldn't figure out it from the first post either.

Would suggest following (useless) attribute categorizing for matured chars (who've finished training learning skills). Might not apply properly on comparision of charisma.
8-12 Bad 13-20 Below average 21-25 Average 26-29 Good 30-33 Elite
And some background values (without checks for correctness) From initial char creation attributes we'll have base values from 3 to 12, with total being always 34. On top of this people can divide 5 attribute points, with max 3 on one stat.
Thus the average spread could be like 7 on charisma and 8 on all others stats
Would assume average matured characther has base learnings at lv5, advanced learnings at lv4 and learning skill at lv4. Some may have opted to leave charisma at base level 4.
Elite folks would have all those at lv5.
For implants, let's observe common categories of implantless (pvpers etc), normal (+3 implants on all) and elite (+5 on all).
With little bit of math, we get the values below.(in order of Base+Creation_bonus+Learnings+Adv.learnings+Implants * Learning_skill_multiplier)
Best implantless: (12+3+5+4+0)*1.08 = 25.92 Best normal: (12+3+5+4+3)*1.08 = 29.16 Best elite: (12+3+5+5+5)*1.10 = 33.00
Good implantless: (8+3+5+4+0)*1.08 = 21.60 Good normal: (8+3+5+4+3)*1.08 = 24.84 Good elite: (8+3+5+5+5)*1.10 = 28.60
Average implantless: (8+1+5+4+0)*1.08 = 19.44 Average normal: (8+1+5+4+3)*1.08 = 22.68 Average elite: (8+1+5+5+5)*1.10 = 26.40
Lowest implantless : (3+0+5+4+0)*1.08 = 12.96 Lowest normal : (3+0+5+4+3)*1.08 = 16.2 Lowest elite : (3+0+5+5+5)*1.1 = 19.8
Lowest charisma : (3+0+4+0+0)*1.08 = 7.56 (without training presence)
