I know that GM's often have to look at a lot of petitons, especially when it comes to petitions involving PVP.
One thing that has bothered me and many ppl that i play this game with is how petitions filed for various reasons are often decided with only the opinion/statement from the person filing the petition. In the current petition model, it appears that GM's have to often make a decision soley based on the statement of one person and the logs, the decision is made with only one side of the story. I think that the petition system would be a bit more fair if a representative from each side of the dispute would be able to converse with the GM before any decision is made.
I could cite a specific example, but i know that this is not allowed, therefore if there is a GM that is interested enough to know, I could go into more detail in a private conversation, or here if you will allow a basic scenario that will not name names or time.

Not one side, two sides. The person filing the petition, and the logs. AFAIK the GMs won't do anything if those two sides disagree.

It's still very easy to get certain..inferences you want with no contact on both sides of the player equasion.

specific example: (i think i can mention if i don't go into specifics...right)
using cans as warp ins to counter sniper fleets. if you ask me, this is a valid tactic, but some argue that it creates lag. I'd say it creates no more lag than an asteroid belt. This has come into play largely in huge fleet battles, and IMHO the thing that is lagging the servers in that case is the massive number of ppl logged into the node, not a few cans set for warp ins. btw, the servers werent' even remotely laggy at the time of this event...it was just the other party petitioning because it made it easier to counter their sniper fleets. and no rebuttal was allowed.
if containers cause lag, then you'd think that they wouldn't be allowed nearby stargates to advertise corps, etc.

It's the groups of 80+ snipers that cause the lag I say, ban 'em!

that's where it gets tricky though. how many is a few, and how do you tell if the lag is from them or the pilots in the node.
there's no way to tell...unless the GM's are able to look at latency timers required for information to be sent from the server to the game interface for the cans. i know it's possible to check to see if lag is caused by the combined latency of pilots in a node, though i don't know if GM's have the ability to check that.

It would be handy if the petition system internally allows input from the counterparty within a certain timeframe starting from the GM request. That process would halfautomated in the way that the GM tool allows for a member, corp or alliance name, which will then send an email to the person or CEO of the respective entity that redirects him to a webform explaining the case and allowing him to give a statement.

I think the GMs use common sense. For example, if I want cans to warp my fleet to two or three possible locations, there'd be two, maybe 3 cans. If I have 15 ships in my fleet and deploy 30 cans, saying they are warp beacons has become less valid.
Personally, I don't think there are two sides to every story.

a few small containers anchored here and there is not an issue. making jet cans with 1000 bms in each one is, an issue. but I am not sure either is logged.

i honestly think that no one in their right of mind would make cans with more than one bookmark. i usually just eject one ammo when i make them. even so, the bookmarks only lag when they are being copied, or viewed (when someone opens the can) right??
