Could anyone either give me a quick guide to how one would use this to figure out who is in a system and where they are...? Or perhaps link to a guide already done on this.

Don't know any guides offhand.
Basically it has a ~14ish AU scan limit. Hit nines or ones repeatedly and it will set to max scan range.
Warp to a planet, or near a planet, and 360 will go 360 in all directions, including up and down. 90 degrees will give a 90 degree cone of view, and take less time to scan.
If you want to use the 15 degree scan to see who's at a nearby asteroid belt, or how many npcs they have left or how many cans are around them or whatever, you will need to line up the center of your ship with the object. You can do this by zooming out and putting your ship on top of the belt, or by clicking on your ship up close till there's a little square visible. Put the square near or over the area you wanna scan.
Also notice the green cone in the miniwindow of the scanning thingy. This can give you a good idea of what you are looking at when things appear lined up close to or behind one another. This I find is the quickest way to tell the rough position of your ship in contrast to high priority objects like gates.
If you know how to sort your overview, then you already know how to sort your scanner. The fewer objects you scan for, the more rapidly you get results.
If a target is nearby, but not at any belts, the wider settings can be useful for determining if the target might be at or near a moon. Some people prefer modifying the range settings to come down on a possible moon. I personally prefer to feel them out going at each level of scan. If you find them on the bigger cone, switch to a smaller cone and point around within the radius of the previous cone. Then freeze, and highlight moons till one looks likely. I advise keeping control towers on your overview.
With several scanners in a gang that know what they're doing, you can warp into a system and find targets in under a minute even without a covops assist. The scanner is usually more useful as a precursor to using scan probes. Spread your gang across the system till you spot them, then sick the probing ship on that area. Remember than scanners have a 12AU range, while the good probes only get 3AU.

Also note that the scanprobes are measured in scanning diameter (3AU for instance), so the scanning RANGE is actually half of that (1.5AU). So 3AU probes scan 225.000.00KM while the 12AU does 900.000.000km
