Hi,
since stealing cargo out of cargo containers is a hobby of some pirates, which is done so that new pilots recieve a loss of security rating because they don't like to be robbed and attack. Which in most cases will also leed to a loss of thier ships since these pirates mostly do this in tech II frigates which is not realized by new pilots.
I would ask for an option dialog, similar to the one when you do attack "you get a security penalty if you realy attack this person ... combat agression ...".
This dialog could contain something like: "<Cargo> was taken by <Pilot> would you like to submit this as a robbery to concord? Yes or No?"
Concord should then decide which penalty this crime deserves. The desigion should include the value of the stolen cargo, and the security status of the system where you were robbed.
I think this would help to support new pilots of eve so they don't get played by pirates.

You don't take a security hit for shooting someone who takes from your can.
And.
The game should be played by the players, not the players played by the game. If you want to do something, do it - don't expect the game to do it for you.

Concord is not played by players. So if there is a reason it exists, I expect it is to protect players who like to be protected. Whats a kill right good for if all you have is a Bantam or Badger?
The stealing should be a crime like the attacking is! Destroying pods and ships or stealing cagro lead to a loss of ISK. I just suggest it should be handeld similar.
If the security rating and concord is not needed both should be removed. But I think both have a reason.

Hello all,
One thing that annoys me to no end is the fact that firing on another player's can gets you ConcorDorked, but stealing from that can into your own and blowing it out of the sky is perfectly alright. The whole mess with high-sec pirate wannabes has gotten out of hand.
Jetcan theft of any type should allow for Concord protection, as they already consider a lone jetcan with a round of ammo in it to be more valuable than the person's ship. This is broken and needs to be fixed.

Check out my posts on the Intergalactic Summit forum regarding ore theft. It's an interesting read.
Everyone condemned me for stealing a guys ore. But no-one thinks that leaving another guy to get attacked by pirates is an issue.
I've started a thread on morals, criminals and the justice system cause I think that Concord is useless and the agression countdown is totally artificial.
Please note that the Intergalacic Summit forum is roleplay only.

For my part, I'd say can flagging in high-security empire is only there for role-playing, because you can't make enough money mining scordite to justify getting angry when someone jacks your can. Go run missions, and if you're mining hemorphite in low-sec, you can kill the guy with or without a criminal flag.
The best thing you can do for newbie miners is give them the same advice you give to newbie destroyer pilots: Don't do it until you've got lots of skillpoints and a good support group to work with.

I would suggest that the agreesion countdown timer does not give the victim enough time to get justice. I suggest it be increased to 1 hour. That would give the victims corp time to mobilise. As it is, 15 minutes is not enough.
And / or:
I would suggest that pilots should be able to join Concord (as well as a player corp) if they have a high enough security and be able to act as police in 0.1 to 1.0 space to combat crimes such as theft from cans. These "Marshalls" would also have to combat piracy in low sec space.

THe "Marshal" position is an interesting one. It's come up before, but I don't remember any of the arguments for or against. I'd rather see it linked to local faction sovreignty than Concord, so standings play a role.
This stems from the fact that the only real small-scale PvP career in EvE is piracy. I think a lot of players that wind up being pirates would prefer to be privateers or anti-pirates or bounty hunters, but just don't have the opportunity.
Allowing PvPers to be deputized, and letting them rough up criminals without losing security status, could help a lot of people out.

I realy think it would help if pirates would get a bad security rating. You would also need this for the marshaling sceem. But actualy if there is a pirate that has a bad security rating you can blow him up.
The question how players/pirates get a bad security rating is not easy beacuse if this system can be cheated you have, like it is currently, pirates with a high security rating. And therefor they are the good guys.
Law is a difficult topic, but I realy think, theft should be punnisched.

They do. When they blow things up in Empire, their sec status drops. Thieves get flagged. Different crime, different punishment.
Use 1600 as the RL comparison for Eve, not 2000. The players are Adel, Nobles. Minor ones, mostly, but still.
