Currently I am thinking of using the Tempest for solo pvp and npc.

EDIT- Wanted to add that I would like to have a balance b/w offense and defense. I heard that the Tempest is slightly good for EW.

pvp AND npc ? sorry, impossible - either you fit for pvp or for npc farming - totally different setup.
offense AND defense is pretty weak, you should specialize in one of them, and to go for EW is a completely other way.
So tell us what exactly you want if you want us to comment.

I have a speadsheet which calculates some possible setups and even includes some skills' bonuses. Its Excel. If ya want it, you can mail me (zortiander&snd-clan.de and replace & by @) and I can send it over. But I was going for
high 6 x 1200mm canons 2 smalll launchers w/ defenders.
low 1 power plant, 3 caps & 1 I don't remeber.
mid 1 heat disspation field 1 EM ward (annoited) 1 shield recharger (large), 1 mid armour repair 1 MWD (turned off)
There ya go!

Eh...if you have an armor repairer you might as well drop the thermal hardener. That setup means you plan to take hits on your armor. Might as well sacrifice a bit of shield longevity while reclaiming a midslot for something like an F-90 Positional or an Orion Tracking CPU. The F-90 is to counter sensor dampeners. The Orion will definately increase your excellents and wreckings.

The above poster is right. I didn't notice you only have 5 low slots accounted for. With the 6th, you might think about Energized Adaptive (+15% resist to all damage types on armor) or the thermal energized armor mod. Again, if you're planning on taking armor hits, you might as well use it. Boosting thermal resist on your armor will aggravate laser users to no end.

if you plan to take armor hit, then you need armor and hull repairer both.

Depends on who's hitting the armor. If it's an "All The Tachyons, All The Time" user, you can let your shields go a bit and then juggle the shield booster (putting enough shields up to absorb a hit with a little armor damage) and the armor repairer. Most tach users will tap out against a technique like that while the Tempest will still be pumping out damage and have plenty of cap.
Also if he leaves the MWD deactivated until either half his shields are gone or he absolutely has to get out of there, he'll get full usage from his shields which will further waste a Tach user's cap. Catch to doing all this though is timing and knowing your ship.
