Im trying to boost my minmitar faction. I flew down into amarr space, found an amarr faction station (Amar Navy Logistics Support), waited for convoys to fly out from the station, and blew them the hell up. My Amarr faction went down and minmitar faction went nowhere. Is this normal? Are factions even working?

Your minmatar faction should have gone up.
Keep in mind that it seems that faction is easier to lose than to gain...
Best way to gain faction with minmatar is to either run minmatar agent missions or CONCORD missions. ------------ Ezra Cornell pe0n, Xanadu Corporation |

Yes, they are. Consider it this way:
Shooting up some Amarr convoys in Ammar space.
The Amarr are going to be sitting there saying "OMG! FFS! You're blowing our stuff up in our own region! Ooh, you're gonna pay!"
So you lose a bit chunk of Amarr faction standing.
Minmatar, however, are looking on from waaay over there -> and will be saying "heh"
So you get a very small rise in Minmatar standing.
As has been suggested - get a Concord agent, or grab a load of Minmatar agents until you find one you can bribe (always good, that one).
Or else just keep blowing the stuffing out of those slug-like Amarr boats

What about shooting up npc pirates in minmitar space? Im looking for a faster way than missions... -Othnark

The following are enemies of the minmatar with high raise in standing if you hurt them.
Amarr Empire Ammatar
The following enemies give a low raise.
Angel Cartel Serpentis Sansah's Nation all give only low reward for killing.
I am not sure how much ganking convoys do, but if you run errands for your minmatar agent you'll rise fast, and amarr will fall and vice versa.
Since Minmatar do not have any NPC pirate enemes with high the fastest way is agent missions I am afraid.
I'm gallente and Serpentis is H with my federatin, so I can either kill them or do missions.
You don't have that choive I am afraid with minmatar.

In my long career of raiding convoys... I have never once seen my sec rating go up for ANY faction.
It only goes down from the people you ****ed off. The parties that were not envolved at all don't even notice good or bad.
As for your sec rating... get a bribable agent and bribe him the max a few times. A lvl 1 agent has a max of 100,000 ISK bribe, that will give you .07 faction sec raise. A lvl 3 agent has a 500k max bribe, and that will raise you around .2 faction sec rating.
You can also find the lowest possible security system in their soveriegn region, which is usually .1. But some Factions have a couple of 0.0's. Kill NPC pirates there, they give up to .0007 increases each.
