Perhaps CCP could publish kill messages via delayed NNTP (24hrs?) to a moderated newsgroup with CCP pgp/gpg signed messages to prevent unauthorized posting?
This would avoid the "how do we search?", and storage size issues associated with a kill board as such. As for people not wanting to give their whereabouts away, give both the attacker and victim a flag for anonymous. Incidents with 2 anonymous pilots need not be broadcast.
This would let the people who like stats be happy as well as the ones that wish not to have their name attached to anything.

I just want an official killboard, plain and simple, since they banned linking to them. (Ban flaming and even discussion of them, sure, but LINKING to them? Sigh)

Individuals don't much matter.
Corps are what matters. And above corps, broad networks.
Kill rankings only matter if you are part of the lower tier grind economy. If you are part of the service industry, high activity is a good thing, and a high number of losses is expected and sometimes a sign of increasing productivity.
Therefore, a global killboard might be universal, but it wouldn't encompass the breadth of EVE's record of successes and failures. It would be an isometric view into a game without boundaries.
The disjoined, occasionally dishonest records we have now are a more accurate picture of the real nature of EVE.
However, I do like the idea of delayed system responses to killing. Sec status loss and mails could be delayed to prevent more data sent to a client in the middle of a fleet battle. I orginally thought the thread was going to be about the camera duration on exploding ships too..

Lienzo, I don't care about the wider view on this. It's just ridiculous you can't link kills and killmails, so I thus want an official board which you CAN link to.

On the other extreme, I wouldn't mind getting rid of killmails altogether. They provide bragging rights and an artificial source of intelligence on your adversary, both of which are metagaming. Anyone who thinks being able to track traffic through a system would be overpowered must acknowledge that a universal killboard would provide an absurd amount of data on where you've been, whom you've killed and what you've used to do it. You could track enemy fleets by hitting the "refresh" button on the killboard every two minutes.
The 24-hour delay is okay, but still provides an awful lot of information that I don't think should be in the public domain.

Then ask CCP to remove the ludicrous limit on linking to them. And if you don't want to be seen, don't kill stuff. This is pretty simple :)
Limiting the amount of information given, as the entire current UI setup does for example, simply limits the options and makes the game more bland, faceless and less interesting.
Moreover, I know you hate mercs but killing off the profession is extreme and unwarented. Moreover, you remove ANY form of verifyability for tracking a lot of issues like who started an attack for mediators in a conflict (compatative killmails), evidence which shows attacks on newbs, etc.
Just because some people use them for e-sword waving dosn't mean they don't have PLENTY of entirely legitimate uses. And moreover, NO setup should remain secret if you die. If you want to keep something secret, you can't expect to use it freely. No having your cake and eating it...
