is there a skill or implant that increases the effective range of a weapon?

The sharpshooting skill increases the range of turrets. Missle projection increases the range of launchers (iirc)

There's actually a skill-group called Gunnery with some nice skills in it. Go read here...
And of course there are implants too...

Don't forget that missile bombardment increases the max velocity of missiles, therefor increasing the range as well.

Sharpshooting for +5% Optimal range/level, Trajectory Analysis for +5% Falloff range/level, both for turrets. Missile Bombardment for +10% Flight Time/level and Missile Projection for +10% Missile Velocity/level.

Shaddap I knew it was one of those skills.  I haven't looked at my missile skills in quite some time. It's all about tanking skills right now.
