Newbie protection works in other games and its inexistance in Eve probably means that CCP considers it a bad solution.
But wait. Let every new character be informed at the end of tutorial, that he can apply to concord for additional protection, a special offer for new pilots. Newbie protection wuld give one thing - if Your corp is wardeced, You're still not a war target. This will require paying Concord a weekly bill on level of Your skillpoints total (but none if You do not undock for a whole peroid). Protection wuld be automatically canceled (after warning) if You; -train any BS skill to 1 -train any spaceship command skill to 5 (incluing <race> industrial 5 and mining barge 5) -commit a crime (any action that lowers sec status plus can thivery) or be in gang wit someone who commiting a crime. -engage in pvp combat (with war target or in 0.0 or lowsec or random target) with exception for 15 minute killright argets (for being atacked or having can contents stolen). -refuse to pay the weekly fee. -conciously cancel protection.
Protction does not work in 0.5 (ye, not 0.4, 0.5 :) and below.
So, with that, noone will ever say "I was a noob and they pwned me, bad griefers.". More people will survive stat and stay longer in game.

Your proposed solution is pretty good. Some may argue that new players should not form a corp until they have some of the skill requirements you list. A slight change would answer such arguments -- instead of changing war dec rules, change the rules for joining a corp. Players cannot 'graduate' from the starter corp to a player corp until they have some minimum level of skills and/or wealth.

Easier method.
Newbcorps are only for NEW players. NPC corp players can have bounty contracts taken on them.
Newbiecorp players cannot do any of the things you list above.
If you're in a PLAYER corp, there is no business having protection. You realise that having invulrascouts in shuttles is a bad thing, right?

That's not really any different from scouts in an alt corp though Maya - has the same effect.
I like the solution, seems well balanced and thought out and does offer the protection needed.
*can just see the griefers faces when they war dec a corp and find out that every member of it is still protected*

I still remember my first days, and I didnt enjoy staying in newbiecorp. I did not have a 1000 people I know ingame, and chatter on newbiecorp channel iritated me. I've read on forums soewhere "join a corp ASAP" and I did so, and I was really happy with tht choice - I was seing a small group of people who I culd remember and get to know and so on. Real newbies, not veteran player alts etc, will do much better in a real friendly corp then staying in newbcorp for safety. Its socialy more entertaining, and also better way to learn Your ways in the eve universe. I had no idea about wardecs and I wuld be really shocked if I was forced to face a war as 3 week old character and player with proportional experience.
Thus, my suggestion is for newbies who do join player corps, not a simplest solution to remain in newbiecorp untill You learn, becuse it generally is much inferior experience.

Zarch AlDain, again, you're using the term "griefer". Note that things like corp theft don't end the protection.
You're making assumptions, most of them bad.
Ellaine TashMurkon, then they have to live with the consequences. Older players in that corp should protect and guide them.

Odds are there is a corp out there that is willing to accept an application from a corp to gain some part-time protection for a very very modest fee.
If there isn't, it's surprising. Surely there must be one corp out there that is approachable, and courts many non-fighter type corps to offer their discount services.
It's hiring an empire merc corp at a fraction of the price, and it works because you keep them on retainer. Imagine if you will a merc corp that accepts such a contract for 250k isk per member per week. Have 20 corporate clients for a retainer, and have them all report intel or incidents to the merc's forum to which the mercs are obligated to respond with measured force. (Better have pretty clear terms set, although going above the call of duty might be good PR.. but only if you win.)
This is a decent basal level income for a merc corp. It's enough to keep them in an adequate supply of cruisers. They will have to work on their salesmanship, or at least craftiness. They will have to engage people with their business skills as well as their guns. They will also be free to pursue second lines of empire-based income during quiet periods, and hopefully not npcing.
In the end, what you have is a player-based answer to the situation.
