As subject says. I found more than several posts where is fast lock declared as essential. So my opinion is that Signature Analysis l5 is useful to train. Your thoughts?

Short answer: yes.
longer answer: It is a question of priority, it is definitely worth having in the long run, but are there other lower level skills you want to train up first? My advice is put all the skills you often use to level 4, then once you have all the skills you need, start levelling them to lvl 5. But signature analysis is worth lvl 5.

Yes it's well worth it. For ECM boats it's critical, but for non ECM it's still very usefull, cause it can ( especially against smaller targets ) really make a big difference in lock times.

as stated above, for PVP youll want it. For PVE you dont need it. But catching the POD can be quite difficult, even in a frig.

Well it's rank 1. So you can train up to lvl5 in ~5days. I trained all my relevant rank 1-skills to 5, just because it doesn't take too long.

I tried to say he should learn it to lvl5 like (virtually) every rank1 skill which is on his way. You get 5% faster locking time, what's so bad with that not to learn to level 5?

Yeh, much better.
You train skills for the extra % you get. And you dont look at the time
