Anyway, on the actual topic of this, I am interested to know if this is actually the same DDoS, or if it's just the servers crapping out in an aftereffect from the first one.

In particular since, as best I can tell, the entire game dropped off for everybody at the same time.

1. DDoS attacks are illegal and the offenders should be tracked down and arrested. It's not that hard, especially when they're bragging about it all over the intertubes. (Stated obvious fact that no one has questioned)

2. Online services can be insulated from DDoS attacks in a variety of ways. CCP should be attending to that, especially if this kind of thing has happened before. (Awesome of you to point out networking 101 and I am sure you have a detailed network analysis of this attack to report to both CCP and their upstream providers to provide a 0-hour fix, as I am sure no one is working on this at all or as even noticed in the first place)

3. While it can be argued that compensating players for downtime can be seems as "encouraging" miscreants, it can also be said that CCP should be rolling servers back after these events. Even a 5-10 minute rollback would prevent the bulk majority of losses caused by disconnection. (Whatever bad thing just happened to me before server drop was unfair, and I want to gain an advantage right now.)

4.
