If I took a cruiser and loaded it with logistic drones and went after mining barges by using the logistical support drones to help the NPC's rats would that be considered as cheating or and exploit? I would like GM coments as well as from players on this one please.

I don't see a single reason why would that be an exploit. The worst thing that can happen is you get some rather interesting mails and/or local chat ;)

And what if you have a character that roleplays a Serpentis sympathiser and pirates in gallente space? You are perfectly within your rights to warp in and aid your allies with remote repairers and logistics drones if possible, even if they would normally shoot at you. It is not ALWAYS grief play, it's a perfectly viable avenue of play for some.
The problem is if it's possible in high sec. Should concord pop you for aiding a criminal? It doesn't pop the NPCs for being criminals, so why should they pop the people aiding them? But that one's up to the devs, I have no say in it either way and I'm not sure how it currently works in-game.

With CCP having to reset the petition queue every few months is it the best idea to tell everyone with a slightly off the wall question to petition it?

The common definition of an exploit is ôto use the game mechanics in such a way as they were not intended for the purpose of gaining an unfair advantage over other players.
The fact EvE game mechanics allow people to be scamming murdering bastards in 1000's of ways, I hardly see how number 1,001 mentioned above could be an exploit. Afterall using logistics drones to heal something does seem to be their intended use.
Sure, they are normally used to fix players but I thought EvE was about open ended content and innovation.
Long story short, no GM in their right mind could consider this an exploit. You better have a profit motive for it though or someone may call you a griefer.
So stop fostering a petition culture ISD

Actualy, if they are AFK/macro miners, the rats kills the barge and you walk away with the loot.

Of course he can't. Due to the forum rules, it'll be deleted. So the only way, logically, for all of you to get an answer is to file a separate petition each and clog up the petition system.
Go CCP! 
EDIT: Actually, that's not fair. I know why that rule is in place. People used to post fake Gm messages saying what they were doing is not an exploit and people left them alone. You need a dev/GM/ISD to post it on the forum before you can be sure of its authenticity.
