That was'nt suggested that they should be harder do use either. He suggested adding a skill boosting your ships sensor strength/integrity by 5% per lvl to decrease jamming chance.

That won't be enough... again see the ships&modules thread, but at this point a fundermental change to the ECM mechanism is needed (I believe partial jam)

Yeah. It's jsut not enough. You could just as well drop the effectiveness of ECM by 25%. Then a rook could only jam 4 ships instead of 5. This just won't solve the problem.
My favorite idea is still to have ECM calculated to jam each module individually, perhaps limiting it to offensive modules. -----------------------------------------------------------

That would be a fine idea, with ECM reducing the number of targets you can get. It'b be useful still on fleet battles or on concentrated ecm, but less efficient in skirmishes.

..no, "reducing" dosn't work, since 1 is enough for focus fire. You need to block random ones..

But blocking random ones would encourage people to only target one enemy, and then lock random objects to water down the ECM and you'd have the same type of raw probability we have now. -----------------------------------------------------------

As opposed to now when they just all target someone?
Further, you've confused my idea with somone elses. It'd affect (% chance) all your locks, and any further locks made in the period. So locking random things wouldn't help at all (indeed it's counterproductive cos you can't drop a lock which was hit by the % and it frozen).
