You need to write text in the post, not just the title.
However, assuming you're asking "Why are Heavy Assault Ships referred to as HACs?"

In response to the original post:
First off HAC's make very very good ratting ships, with their resists and firepower they can kill most 0.0 rats easily and quickly.
Secondly for PVP, they are excellent small gang support ships, where you might need firepower and staying power approaching that of a battleship with better tracking and much better speed for hit and run.
Also, as solopwnmobiles the only two things that can match them are the Curse/Pilgrim and Command Ships, indeed the command ships are cheaper and better for players that have the skills.
The fact that they sell for 200 millions is just a case of supply/demand. If there were an infinite number of HAC's produceable you would probably see them at prices comparable to Battleships or even battlecruisers. But CCP has artificially limited the supply of said ships with the TII BPO lottery system. That said system has also left a large number of people with a lot of loose change to spend on these pricey ships. Ergo: high prices.
There is a use for these ships, but really at their current prices they are used for PvP only by the rich, the stupid, or the guys with uber (RL) skills.

Well CCP has hinted that it will take steps to make these ships and TII in general more affordable. But yeah a nice solid battleship like the Dominix or Raven are much better suited for the task of ratting, and mission running until HACs significantly come down in price for the "average" player. But then again, the "average" player doesn't even have the skills to fly and equip a decent HAC so its all relative.

Most things in eve are better when used as part of a group against another group of players. Why spend money on t2 ships when t1 is fine for ratting?

My intentions were never to rat in a t2 ship, to me that seems to just invite being ganked/ransomed. My intentions are to do small scale pvp, with 1-5 people in gang. Mainly because 0.0 blobing and gatecamping dont appeal to me and I don't want to be stuck with nothing to do because I can't find a wingman. I'm not looking for a solopwnmobile as much as I am a ship that can fly solo and not get ganked, or if ganked be replaced fairly cheaply.

Don't sit on the price concern too much for several resons. First, alot of the time those who use HACs in pvp know someone with a BPO and get alliance/personal discounts. Not many people can realistically say that they can afford to loose 250 million a week because they pvp solely with HACs. Second, expect CCP to attempt to lower the current prices. (probably in the form of faster production) Third, recons will go up in price just like HACs. Theres just not that many people flying them yet, but expect the popular ones to hit 150-200 mil just like HACs in time. ---

I can. Rat for 2 weeks to get the ISK to buy a few vagabonds. Then pvp for a few weeks. On and off. If your'e good, you dont lose much. ---------------------------------------- Friends Forever

Went up against a corpmate yesterday just to see how my Raven would hold up in PVP (he has about 5x as much SP as me I guess). He threw an Assault Frig, BS (Scorpion), Battlecruiser and HAC against me (Zealot). I won against the first three, but fighting the Zealot was utterly depressing. It being an Amarr ship, I had his shield gone very quickly, but against his armor I could do absolutely zilch. Occasionally I would see a bit of red, but he repaired so quickly I might as well have been throwing toothpicks at him .
