Hm, I honestly couldn't be bothered to read it all but ---perhaps you could briefly address two issues:
Define a need for such a constitution as expressed by those who would or should be governed by its provisions
AND
explain how enforcement should work in an evnvironment that relies on voluntary participation [OOC: i.e. investment of game time at one's leisure].
If you can succinctly and convincingly answer those two questions, maybe I'll read it all....

Personally, I think M3G4 should learn to walk before trying to run.
Its an interesting proposal, but is nothing more than an alliance of which most of the major powers are already a part of.
Furthermore, you don't state where you are going to be protected, e.g. do you have a sector of space you are looking to establish yourself in or are you looking at the galaxy as a whole and attempting to create a United Nations for eve?

So M3G4 has given up pirating? That's great, let's see how well you actually follow through with it. Hopefully slightly better than Sinister 'giving up piracy' and then camping, podding, and looting under the protection of the now zero credibility CA.
But a couple of weeks later you want to be a 'Founding Father of the Nation of Eve'?
I'm willing to forgive and forget, but you got a long ways to go before you'll gain any support as a governing entity. You got some dues to pay first.
You do write prodigiously though. Man you must have a lot of free time.

OK, so it is an alliance you wish to create.
Good Luck, I think there is some space down at the bottom end of the map unclaimed by any current alliance!
Personally I think you might want to look at joining one of the other current alliances (the small corps alliance is looking for members I believe) as there really is limited space on the galaxy for another alliance.
Also, I know there are a few of the Alliances are simply not as well structured as some of the more established Alliances (the NVA for example of which Reikoku is a member). If you joined one of these, with your apparent desire to implement structure and rigour, I'm sure you could assist in the development of that Alliance.
Only some ideas though, obviously you know best

I will be in NEOPublic most of the day today for anyquestions you all may have. There really is much more to learn and refine. I do hope some will be interested in joining us but im also hoping alliances learn from this and adopt a variation of it. I believe what ahs been proposed here will benefit all of eve and keep our galaxy safe for those whom are not interested in fighting but prospering peacefully. And to fighters...someone does have to keep them safe, so yuoll have something to do to.
