The correct way is the way that makes it work,

Character customisation has nothing to do with WiS
and CCP realised that already.
So that isn't the case.
It is more likely that they rather not want to swamp the markets with so many things at once
and simply had no clue about the potential of making money.
I do strongly believe that this changed,
but things need time! (:
