I am eager to provide services for your corporations, but unfortunately, the main thoroughfare into your sovereign space from the Placid region, my present home, is infested with pirates making it certain death for an aspiring pilot to successfully navigate those lawless regions.
Certainly the Syndicate and Serpentis corporations have a vested interest in opening up this pathway to your space; increased commerce and traffic can only benefit your organizations.
PF-346 is quite hazardous; while I am willing to sacrifice my standing with the Federation to work directly with your organizations, recurring cost of replacing ships may prove to be prohibitive.
A coordinated effort to police that region would be beneficial to both the capsuleer community and to your organizations. Perhaps a partnership between local corporations in Placid and your combat wings would be in order.

if you can't get into Syndicate you don't belong there. It is a natural filter.

I don't make it a habit to agree with Bliss, here, but he's right. Why should either organization want you whet you can't even get to their 0.0 territories?
I suppose you could always apply to be one of those Velator Serpentis you see in high-sec...

Serpentis are priates. Why would we switch one group for the other? Plus, there are many corps that already police the reigion.

The entire point of the Syndicate region is that it is unpoliced space, without anyone dictating how things should happen or be. The state of affairs is quite unique in the cluster. The stations that the Syndicate affiliates and their business partners provide are safe havens (consider 0.0 regions without stations as contrast and you'll appreciate them far more), in no way indebted to clear the outlying space of "unwanted" traffic. This is not to say that the region doesn't have it's problems, but you will have to learn to navigate those hazards if you want to do business there.

It's is very possibel to live and work in Syndicate.
Avoid the systems which alliances have there main factories in.
Avoid passing chokepoints when you have the big blob on the map mostly during peak times.
Have some cheap travel fitted ships when you need to move stuff around. Or the really expensive high tech ones if needed and you can afford it.
And prepare some bookmarks for the systems you're operating in. Keep an eye on local channel. Use your scanner when you suspect a camp with a sphere or buble. Keep low profile and be helpfull to the few ones like you that won't shoot on sight.
And cloaking devices even the prototype ones can become very handy if you got stuck in a system.
As Mis Yubari said, in a region like the syndicate with that many stations you will find your spot and be fine. You'll even find a factory and be able to produce your ammo yourself.
What i would like to see is the Syndicate investing into some new stargates to empire. That would certainly improve the safety for smaller corps doing buisness here. And get more merchants into the region.
But who knows if the Federation would let this happen?

You don't need to go thru Syndicate to get to Fountain, you can get there from Placid thru Cloud Ring instead. But, if you can't survive in Syndicate what makes you think you'll survive in Fountain? It's one of the toughest pvp regions in the cluster.

The Intaki Syndicate has a police force already. They do just fine with the resources they are allowed to buy the vile plaque that is Concord and the Federation's Racist policies towards Intaki.
If you want to help clean up the syndicate you best get yer ass out to Poitot and talk to an agent and get your hands in the till and help the situation yourself.
Or alternatively, you could petition the senate to lift restrictions on the Intaki Syndicate regarding trade, a standing navy and settling planets and moons. Then things would change out there. Sadly, the powers tha be would hate for a free standing government (like the Syndicate) to have any amount of clusterwide military, economic, and cultural strength.
Time will tell what is to come of the Intaki Syndicate. I here word of a new fostering relationship with various Caldari Conglemerates.
