One of these just dropped on me. Can I go to any SOE Agent and redeem it? Even if the agent is greyed out? |

They are redeemed at any SOE station, presumably through the LP store. Its nothing to do with the mission agents. I'd recommend redeeming it at the closest hisec station to where you want the ship, to help avoid losing it to ganks. |

1. Would I find this station but looking up the SOE Corp Location in the People and Places App?
2. Will this only spawn one BPC? With how many runs?

1. There are lots of SOE stations. The easiest way would be to use the agent finder, set to show all SOE agents. That will also show you how far its to the station.
You could use the in game map.
2. I think it will give you a 1 run BPC.

Thank you, was able to redeem the Chip at a SOE Station using the Agent Finder.
BPC has only one run : ( still not bad for a High Sec drop

And last I checked, the ship itself is going for 300+ million on the market.
Change isn't bad, but it isn't always good. Sometimes, the oldest and most simple of things can be the most elegant and effective.
