The survey scanner is a unusually genuis piece of equipment which is usually underestimated by pilots everywhere. A device that can measure the capacity of an asteroid whilst mining it is invaluable to any serious miner such as myself. In which case, I have one fitted at all times on my Hulk for emergency scanning reasons and to help broaden my options while I mine.
Even as an advocate for the use of survey scanners, I do believe that they do hold a sense of being overpowered. The ability to measure the capacitor of a asteroid at the click of a button? That sounds a little too easy for me.
So I think we should decrease the accuracy and scanning range of the module as well as a tremedous CPU increase which will be cut-off by a bonus which is only available to barge miners. This will restrict the use of survey scanners to barge pilots only, and pretty much the only serious miners.
To compliment the 'watering down' of the module, we could release new skills, specifically for the specialization into survey scanners.
Such as: Survey Scanner Precision - Improves the accuracy. 5% Per Level - Rank 4 Ranged Scanning - Improves the range of survey scanners. 5% Per Level - Rank 4 Survey Scanner Upgrades - Lowers Powergrid need for the Survey scanner. 5% Per Level - Rank 3 Rapid Scanning - Increases the ROF on your Survey Scanning Module. 10% Per Level - Rank 2 Survey Scanning Specialization - Required for Survey Scanner IIs. 5% Accuracy Per Level - Rank 5
I find this would balance the use of the survey scanner for only serious scanning specializers and miners. It shouldnt limit the use of the survey scanner for people who do not train the above skill, but it should help counter the nerf of the survey scanner and perhaps make it scan asteroids faster, and more accurate than ever before.
The skills are awesome to train in between reprocessing skills, and Survey Scanners IIs will be the next Cap Recharger IIs, making several BPO holders very rich.

They are overpowered tbh. I think they should be chance based, and each roid given a "scanner resistance strength" attribute, and each scanner given a survey strength.
Certain roid scanning is ridiculous, and breaking eve.

Thats a good point that you have there.
Each asteroid should have a racial resistence strength and aswell as different racial Survey scanners for each asteroid type and ofcourse one that works for all, but not aswell as the the racial ones.

Why not just remove the scanner, since its useless. Roids respawn in the same place they have depleted. Just mine mine away. Several alliance has testet this. If you still don't believe it, test yourself. Find a small system, scan the belts/roids, deplete the roid, wait a week and scan again. You should find the same amount of roids there. |

Does this mean we will soon see roids with hardeners making the laser yield lower? 
And on another note I just posted a new suggestion to the survey scanner in the ideas forum
