Yes.
Whether it actually is stupid, I don't know, as I haven't tried. Probably is.

No, not at all - you just have to do it on the right ship, with the right fittings, and make sure you're not gimping yourself.
For example, a shield tanked mega would make no sense.
In the days before EW whorage, though, the shield-tanked domi, with lots of damage mods and a full rack of low/mid tier large rails, was a great ganking ship. That's just one example of how it can work; there's probably more. It's up to you to find them :)

For PvE deadspace fitting, a shield tanked dominix works better than armor.
Otherwise, go with armor.

Only the recons and the Dommie can effectively shield tank. Ishtar can do it to but it's onboard Intel Celeron Processor simply can't handle the CPU work.
I was farting around one day and came up with a Shield tanked 350mm Railathron. Pre damage mod nerf. Quite damn funny and actually effective, mwahaha. Railguns firing like machineguns was amusing to watch

Fitting 7 mag field stabs on lows and a shield tank on mids used to be a quite decent way of outfitting a dominix.
I'm pretty sure similar setups are still used, just with wcs instead of damage mods.

100mn MWD, XL Booster, Boost amp, 2x Invul fields
3x Mag stab II, 2x PDU, 2x Nano's (or WCS  )

For PvP, yes.
But Ive shield tanked my arazu for rat hunting in 0.0, so I could sneak into spaces "owned" by large corps or alliances and not have to worry about gate camps, or getting blobbed in a system.
Ive found I could tank a triple 1.5m battleship spawn indefinitely. Killing anything more than a 1 mil or 1.2 mil battleship while solo in an arazu is another matter entirely though.

The nemesis can't be armor tanked - it needs all its lows for Micro aux. power cores, so you'll have to use a shield tank... as if it matter :p
