This morning I got bored and outfitted a Kesrel with all unamed T1 gear for some 0.7 belt ratting.
I warped into a couple of belt which had one player in a frigate in it who immediately locked onto me. There were no rats in the belt so I ignored him and moved on. A belt or two later after I killed a pair of Guristas he warps in and targets me again. So being bored I orbitted him for a while. He decided to snag one of the rat cans from my kill so I fired off a volley of missiles at him, which took him to 50% of his structure. I turned off my bays and let him warp off. A couple more belts later he showed back up in a Raven this time and of course locked me immediately. But I was in the process of warping away.
Would he have been able to shoot me without Concord intervention?

That's not Kill Rights, that's can flagging. You were able to shoot him for 15 minutes because he stole from your can. He was able to shoot you for 15 minutes in defense because you shot at him.
CONCORD wouldn't be involved in any of that.
Kill Rights (listed on your character sheet) would have applied if he'd destroyed your ship with no can flagging in place. He'd have been destroyed by CONCORD for unlawfull attack, and you'd be able to blow up his ship (not pod) once for around 30 days.

Hi Gang,
I have a further question.
If someone steals from your can and is flagged to you for that, and you blow up his ship (while flagged within the 15 minutes) but not pod him, does the can thief get kill rights to you (the 30 day +/- kill rights)?
