I can confirm this in Heimatar there arent any skills which sucks cause I was getting ready to buy surgical strike. Someone at CCP needs to get on this in a hurry.

With level 5 Electronics, two supah CPU upgrades and a tech level 2 Shoe-horn, you might (just) manage it.
