We now have a procedure, by which we will publish patch candidates ahead of time and make them available to you on our test dev server. The database you will be playing against is an exact replica of the LIVE database just before the patch is made available. This makes it possible for you to enter the dev server using a very recent version of your characters. We will be most grateful if you can take the time to occasionally go in and play the hell out of your character and give us feedback on the patch. Think of it as a saved game where you can basically do whatever you want with your character. If you are a good guy all the time, try being a bad guy there, there won't be any repercussions.
What we are mostly after is not so much bug hunting but more playtesting the new features and balance introduced by the patch. These are things that are really difficult for us to test formally, as they are more psychological than technical. We have created a special forum, called 'Patch Review' to discuss the patches as the come along, and would really appreciate your feedback. You will find it in the Eve Technology and Research Center section of the forum.
We will be announcing new patches on the board, which will describe most of their features, as well as instructions on how to get in.
Note that you can not use the same version to play as the LIVE version, but must instead make a copy of the install, as is further described here:

This is good news.
I think it would also be useful to take this a step further. Having the live version data used on test will help to identify performance of the changes in the immediate environment but may be less helpful at gauging some of the more long term effects.
For example, let's say that you make some tweaks to Energy weapons. Do you have enough people in the live environment with the skills and equipment to test out the changes? And how do you attract those people so that those changes can be made.
Tests servers usually end up with a fairly small dedicated group of testers that invest some time there and a larger group of transitory players that come to test things that may impact just their chars.
What I propose is that you identify some of your more dedicated testers and give them a char slot that they can quickly tweak with skills/items/etc so that the changes can be tested. Of course, these have to be more 'trusted' individuals so that you don't wind up with a lot of grief play on test.

There already exists a Bug Hunter organisation in Polaris  We can usually be found on #eve-chaos on irc.coldfront.net (more information is provided on the patch review forum)
We are examining ways to make testing on the dev server more interesting for normal users, and welcome suggestions, which we naturally have to evaluate for how practical they are with our available resources as well as the rules we have to work within and how useful they would actually be to testing.
To head the inevitable off at the pass, "I want a jove ship or titan" will not even be considered.

I think the problem you have with the chaos server and the lack of people logging on, is that there is much to do on the actual game server. I find that I would rather be doing things to further my character along than spend a lot of time playtesting on a test universe.
At the same time I think it is important that there continues to be a chaos server and people looking in to what it would take to get more players to playtest.
Maybe something to reward people who go and playtest. Maybe add some ISK to their account once a month based on the amount of time they logged on the chaos server. This actually accomplishes two things. The first and most important in CCP's eyes is the playtesting of the latest patch and maybe catching those bugs which cause so much grief. Second, which is important to the players, it injects some cash into the economy. This in effect would offset some of the money taken out of the game due to the purchasing of items like blueprints and such.

I am wondering if we can have our security status wiped out for play on the new DEV server? I would like to venture into empire space -- something I have not done since UBER Concord a few weeks ago.
But I FULLHEARTEDLY agree that after the disaster of this last patch, something along these lines should be implemented.
Gimme some DEV tools too while you're at it!

3.5 mths old, but still very VERY valid, more so now than ever.
Significant feedback on bugs and gui errorswas provided my many people, but whats seems to have occurred in reality is that the responces relating to the balancing/nerfing changes have been read and taken on board/ignored, but the errors/bugs/exploits messages have been completely ignored.
I don't know who is responsible for viewing forums replies and posting on messages, but bugs/exploits should take precedence in this reporting over matters of balancing/nerfing.

What did you do last night? I started off with a couple of milk and baileys. I totally love those.
Then I met up with my buddy. He said it was his turn to pay and I let him. OUCH. And then I found that lill' girl.
Pulled her hair to get her attention, just like in pre-school. Being hammered has really interesting affects on your mental age. 
She took it alright though. Got myself some kisses and a date tonight from her.

What they need, is to focus on testing, but not the way they have done it on Chaos.
They should get experienced players (at least 50) to do tests for them. They need a Test Manager, who makes a Test Plan, and instructs the players to act according to the Test Plan. Then they need feedback from the players and evaluate the results with the devs.
What are they doing now? They patch Chaos, and a few people log on to try new uber-setups. It should be obvious that this is not gonna work.

Let some ppl play for free if they test Maybe throw in a Titan and a couple of those neibelung lasers and there you go
Seriously. Let some people play for free if the sign up for the program. And do what they are asked.
Hiring bughunters that really try things out for ~13$ a month is an excellent deal

Excellent idea, though they need to do a couple of things to get a useful test-environment for those who are willing to help. Atm Chaos is awfully slow, no patchlogs, no testplans, nothing ... And maybe they should start to adress stuff which bughunters report, especially before implemanting new features to finally get a stable build of the game.
