I've read the descriptions and I'm still confused.
My opt range is 1200. I know ranges > 1200 have increasing miss chance.
But is orbiting 1000m just as good as orbiting at 1200? I don't know what to say. |

As long as you ae capable of tracking the target, yes

Think of your optimal range as your maximum range for a 100% chance to score a hit. Your optimal range is probably usually your best orbiting range because it gives you a 100% chance of a hit with less tracking error than you'll get at a closer range. The accuracy of optimal range is just the accuracy of the gun. Tracking effects are a different problem and depend on the velocity of the enemy relative to yourself.

This is very true.
However, in other circumstances than "usually", there may be occations that you are orbiting at your optimal, but still don't hit.
These are the times when the target has a too small sig radius or have a too high velocity, or both of them together. To help at those scenarios, you may want to further your orbiting distance a little to keep the Transversal Velocity down.
You will still be able to hit the target if you are exceeding optimal - however the damage may be reduced. Reduced damage are better than no damage though. -
