Im about to be moving out into 0.0 space to fight for my new corp. what i was wondering was what is the best setup for ratting out there. ive already gotten the pointers on how to spawn the best ships, i just need to know what is he best set-up

depends on the race your shooting at but i think of something like 6x cruise 1x nos 1x tractor
1x shield booster 1x shield extender 2x 1st type of enemy dmg 2x 2nd type of enemy dmg
1x capacitor flux 1x damage control 3x bcu

whats the deal with the damage control? seems kind of pointless to me. or am i expecting to see my armor taking damage

Your armor should not be taking damage, replace that with a bcu or a pdu.
I'd suggest looking at the ship setups thread, you setup should be the same as the mission running setup except for you should replace 1 tractor for 1 nos in case of pvp.

The damage controll actually gives your shields extra resists. (read it's stats from 7,5% to 11,5% I believe) _________________________________________________________

Yeah, I second this, I'm curious to know too. I mean, I have noticed that the rats tend to get tougher the longer you're there, but after a while, the cycle starts over again and you get weaker rats for a while.
If there's a way to get the tougher/higher bounty rats easier... let us know!  ----- All men can see these tactics whereby I conquer, but what none can see is the strategy out of which victory is evolved. |

I think he means "farming" the rats.
When you're ratting in a system with a nice number of belts, you completely kill of the spawn you don't deem worthy. (frigs+cruisers) and you don't kill the spawns that have nice big fat ships completely.
So basicly if you find a nice 3BS+3frig spawn, you kill of the BS and leave at least 1 frigate alive. After a while the BS of that spawn will "respawn" and you can kill it again. The spawns you completely kill, will respawn at random, so you have a chance of them respawning as a BS group aswell.
So potentially you end up with a system full of BS spawns.
This is the prefered tactic of allot of people, since chaining isn't really an option anymore. _________________________________________________________

Hit ctrl+alt+I+W combo with left hand, wave your right hand up and down and sing "there's no place like home, there's no place like home" backwards, a nice officer spawn will appear.

When you use "chaining" in this context, are you talking about killing the BSs but waiting around in that same belt for them to respawn? Why is this not an option anymore - did they increase the respawn timer from how it was before?

Yes I ment that, and it indeed changed.
If you chain these days, the spawns dissapear at random times, which means you ussually only get to kill them twice or maybe three times. Farming is much more efficient, because you won't be waiting for them to respawn but are actually killing stuff. _________________________________________________________
