I'm working off a -.4 sec rating in Mateber by hunting rats using heavy beam lasers and missiles. Mateber was dead at the time, with only 2 other people (Mr Leviathan and Deunan) in the system. I think Lev was docked, and Deunan was running around in a rifter. Every 2 or 3 belts I fought in, if I finished the rats with a missile, I got an aggression message against someone that wasn't there (wasn't in local, wasn't in the belt, just wasn't there at all). This wouldn't be a big deal (well, it still really isn't) except my sec was lowered. I assume that if I was in higher sec space I would have been hounded by CONCORD as well. I saw my sec go from -.4 to -.3 and then back to -.4. Again, NO ONE in the belts with me. Seems like a pretty nasty bug if it exists in CONCORD patrolled space.
The first time it happened I checked to see if there were maybe some cans deployed by said players, but there weren't. I DID file a petition, and managed to get a screenshot of one of the messages. Maybe Henery Hager can verify that I was no where near him last night.
Anyone else experienced this bug?

I got the same thing!!!
I was totally freaked out since it was somebody of my corp who was not even only at that time!!!
It happened twice, the second time he was online but many systems away. After that I got scared and stopped.
Was firing packs of widows at some rats, relaxing suddenly "Due to agression, bla bla"
I had it in a 0.4 system so no cops came after me. Also though it says my sec rating is lowered it's still 9.2?
I got a screenshot too.

It happened to me several times while I was hunting - that may account for the lowered sec I experienced.
Anyone else see this?

It's happened to me loads of times but, strangely enough, only when using heavies in Empire Space.

There was a bug a while back where it was possible to initiate "Agression" against a roid 
Check your log to see if it's reporting agression against "EVE System". If it is, it's probably the same sort of bug - I'd suggest suubmitting a bug report with a relevent screenie.

I got the exact same thing today while npc hunting in a belt. Splash damaged a guy who wasn't even there. Mailed him in-game to verify, and sure enough, he was nowhere near there when it happened.. Oddly, I didn't lose sec status, and the sentry's didn't seem to mind it had happened either when I got back to the station

Same thing happened in empire space when I shot a heavy missile at an npc pirate. Corp mate was in the belt, and a message popped up saying I had initiated aggression with him.
No sec loss and no concord response.

Here aswell.
Hunted Rats in belts alone with Missiles, did splash damage to a player that wasn't online atm.
Convo'd the player when they appeared online, seems they had been in the area, but the night before. It is like there is some kind of "remains" or "ghost" of the player or their cans/items that might have been there and then self destructed after time duration ended. That is what I think however.
I only got a "You have initiated Aggression bla bla..." but no loss in security rating.

I've gotten the "initiated agression" message even when using turrets in a system that I was alone in.

same thing happened to me a couple of time once it even said i had initiated aggression against concord cause one of my missiles had splash an asteroid anyway didnt noticed if it affected my sec since im near -9.9
