I ask this because I have been using a Phased Weapon navigation array generation extron and thought i would treat myself and upgrade to a Tech II target painter.
But hang on a sec !, the Target painter II has the same optimal, the same falloff and the same sig radius bonus as the phased weapon doodah but uses more cap and needs more CPU ???
so I ask you what is the point of a T2 target painter ???

hypnos multispectral jammer, some sensor booster, some items have the same t1 with lower fitting reqs

It's cheaper and easier to come by.

F-90 I believe is the uber sensor booster.
And the answer is predictability. You can acquire a T2 variant any time, from a range of vendors. Equivalent named T1 is a less predictable and less widely distributed item.

I think the advanced skill bonus only applies to t2.

that's because these items don't use an advanced skill, you just need the skill at a certain lvl for example long range targetting lvl 4. the only thing you need special skills for are t2 and the advanced skills in this case do only apply to the t2 variants

if you're talking about painters and the signature focussing skill, then I say this:
if the advanced skill only affected the T2 target painters then, signal disperssion, signal supression and turret destabilization should also affect T2 equipment only.
