The fleet command ships should use little to no cap for running the gang mods. This would make them alot more useful and not make them gimps of the battlefield.
Field command ships need a boost to agility and sig radius for sure.
For the skills the ships need to fly them they should get the boost and maybe bring hac prices down as more people use these ships as an option in PVP.

Agility is getting a boost in Kali on all BC hulls I think (or at least may well be. Tux said Hammer has applied it, but it isn't definite). Sig is fine. Command modules using little cap on the t2 variants would help as well, to serve to make the Field Commands better at command that t1 BCs. Sorted.

I really don't see how the BC sig radius could be "fine". I agree that agility is the bigger issue, with even with the tanking bonuses the BCs (and similarly command ships) have, why should their sig radius be almost twice that of cruisers, when their physical size certainly isn't, and therefore they take insane damage compared to what they can tank?
Just compare EOS and Ishtar for example. Usually, the Ishtar will easily out-tank the EOS when you consider the lower sig radius and faster speed. Similarly I can sometimes complete missions with a Vexor with ease where a Brutix would struggle.
As it is, if your skills aren't that hot, going for a Domi over a Brutix, for example, is by far the better bet especially for missions 
Still, can't wait to get the agility boost, maybe I'll fly the Cyclone more again then. Though probably I'll just end up flying the Typhoon anyway as soon as I can.

oops, didn't see this post till after I posted mine. Yeah it's pretty ridiculous how much cap you need to run the 3 gang mods on the Claymore or equiv. fleet command ship.

That's a skewed comparison. The Ishtar is widely acknowledged as being one of the best out-and-out combat ships out there - putting it toe-to-toe with a ship designed to support a fleet (as opposed to fighting solo) is not a fair test.
Testing an Ishtar versus an Astarte in blaster range would be a better test

Uh...don't mean to be <word> here, but...
I suppose the Ishtar still wins if the raven is firing torps from the sig radius...thing. ---
