for some reason ever since the bad lag earlier i cant learn any skills. when i go to start one up it says my neural receptors need rest and to try back in a minute...its been like that for over 2 hours and ive waited from one minute to over an hour and even tried relogging but all with no luck.

The lag is more or less fixed, is it still not responding to skill training?

not exactly sure whats going on. i just keep getting a message that pops up when i try to learn any skill saying my brain can only handle so much and neural receptors need to rest for a minute before learning anything.

Have you tried relogging and clearing your cache?

have tried relogging yes but as for clearing cache nope havent done that cause not sure how to

Ushually you get that message if you try and train a skill almost as soon as the one your learning finishes. Ushally all you have to do is wait a second, and then try training again. However, the servers are being evil right now, so who knows whats wrong.
If a relog didn't cure it, try clearing your cache. Its in the Eve folder, not to hard to find. Just save the settings folder, and the prefs.iXX file and you'll be fine.

Directory to cahce can be accessed through:
C:\Program Files\CCP\EVE\cache
Unless it's on a different partition which it probably isn't so no need to worry about this statement.

I have had trouble learning skills since I started 3 years ago.

Usual steps to get the traiing back in line:
Log out for 4-5 minutes - not fixed.
Log in alt char and start&stop a skill training sessing -
Clear /eve/Cache - not fixed
Wait for DT -
Petition -
--*=*=*--
Even with nougat, you can have a perfect moment. |

i tried logging in an alt to see what happened when i tried to train a skill with him and it said that my main character is currently learning a skill but thats the odd thing it says im not when i log him in talk about confusing lol
