Im looking for a race/line that will give me high wp/per and generally fast PvP skill advancement.
What are the top choices for this?

Amarr Khanid.
After all you also need a lot of skills that base on int/mem so... but if it comes to perceprion and willpower Khanid is best afaik.

Uh, true min max occurs with the Caldari Achura Bloodline. 3 base charisa ftw, o/
Keep in mind Khanid have 4 base memory, Drones will train real slow, which you will probably want multimillion sp specialization in eventually. Also engineering and electronics will suffer.

^^ Agreed, Achura is definitely the best choice for a PvP based char.

If you're just starting, then go with the guy above me. Caldari Achura all the way. Unfortunately i think they look down right ridiculous but stats wise they rock.

Brutor with HIGH perc/will and int/mem with only 6 charisma isnt to shoddy either?

Achura gives the best PvP attributes (my Achura char has 27 perc, 25 int and 23 will).
Amarr Khanid gives excellent attributes, plus you can start with Gunnery 5! They also have much cooler avatars 
In the end, player knowledge/ability is much more important. Rodge is my main combat character and he only has 20 perc and 19 will  Yet, I do alright with him

Actually, it is possible to make a nice looking Achura if you are willing to spend 2 hours messing around with the editor. :P (Though in the end I guess it's all a matter of taste, and ofcourse a decent amount of siding.(I don't like Amarr and Caldari in general...  ))

That was the old good choice imho, something like this:
intel: 8
charisma: 6
perception: 10
memory: 7
willpower: 8
